Command-Tab to open new window?

I'm looking for a way to open new windows from the command-tab menu. I know you can use the option key somehow, but is there a way to change the settings so I don't need to use the option key at all? I'm using the the Logitech VX Nano mouse, and the button behind the scroll wheel opens command-tab, but I don't want to have to go the the keyboard to open a new window.

wouldn't that get annoying and slow you down in the end? what if you only wanted to switch to the application? you'd just get a new window wether you want it or not ... just my opinion

it's pretty easy to tab into an app and press cmd+n or cmd+1 or whatever (or alt as you mentioned)

I mean by when you select an application in command-tab, it has the same effect as clicking the icon in the dock.
