From the moment I press the start button the fans start. They're at 2000 rpm with no applications running. Its a very quiet noise but I don't want any noise at all. My previous 13" would only have fan noise when I was doing serious processing. Is this the new normal for macbook 15"?

The fans are going to run whether the machine is warm or cold. The normal idle speed for your machine is between 1800 and 2000 RPM, so I would say everything is OK. If you have any doubts, or if the fans do sound loud at that speed, take it on in to Apple and let them look at it. The machine is still under warranty.

I would get nervous if I'd never hear my fans :p But yeah Its quite normal for fans to run at 2000 rpm
