If I wanted to go down to OS 10.3 from 10.4 to run WINE, how would I do so?

Even if you upgraded from 10.3 to 10.4, there's no rollback feature. So you would have to essentially start from scratch with a 10.3 disc (i.e. Clean Install as obviously upgrade doesn't apply).
