Mac Mini won't update to 10.4

I have 1 Mac Mini G4 (of teh 9 I use) which won't allow me to upgrade it to 10.4, from 10.3.x.

I thought all Minis would take 10.4.

It appears to meet all memory, hard drive space, etc. requirements.

Anyone have any thoughts or suggestions?

This same machine, after running for a time, puts all sorts of artifacts on the screen, and the onscreen info gets hard to read.

Is the copy of OS X 10.4 a full install or a recovery install?

Sounds like it might have video chipset problems.
