Welcome....

Is that a question or a statement ?

I haven't seen a question , but if there is one, I guess you could ...
Check your spotlight preferences and let us know what results you have selected for viewing.

Sorry :)
An explicit question is: How do I get spotlight to actually find the file I am looking for? Especially when I know the exact name of the file.

No worries mate ....

Just for the record, the folder where this file is sitting in .... have you excluded that folder from Spotlight indexing ( see spotlight preferences, privacy )

I am not an expert with spotlight, but I guess you need to rebuild the spotlight index.
Let's wait for a few more experienced members to tune in.
You can use a maintenance tool like Onyx to rebuild the spotlight index.
