Cant turn off "use scroll wheel with modifier keys to zoom"

I cant turn off the "use scroll wheel with modifier keys to zoom" function found under System Preferences -> Universal Access Under the Zoom section in the "options" its supposed to be at the bottom of the screen like so http://i1115.photobucket.com/albums/k552/Akuma_Tensei/Picture2.png But its not, it completely disapeared from my comp and i NEED to turn this function off. this is how it looks like on my comp. http://i1115.photobucket.com/albums/k552/Akuma_Tensei/this.png. Help!
