How about your server settings for SMTP? Your 2nd picture. Did you change all of that also? The port? SSL?

It should work if all that is set. Otherwise makes no sense. You can receive email correct? Just sending out through Gmail?

Just by chance, is your firewall turned on in Tiger?

System Preferences, Sharing, Firewall Tab. It's off by default.

I just sent a message with Mail using gmail just to be sure their server is not having issues. works on this end.

This is just a remote possibility you might want to look into... But you might check with your ISP and make sure they haven't recently changed their SMTP policies. Many ISPs are now requiring you to go through their SMTP servers so they can track to make sure SPAM isn't going out of their accounts. I have had two ISPs do that without giving me prior notification.

Obviously it would have been a strange concidence that it would have occured at the same time you installed Tiger. But stranger things have happened. Good luck!

Yeah I with Cox now and they require me to use their smtp servers.. so you should check with your ISP
