Hi:

I'm wondering if it will be possible to connect the (available in) January 2013 27" iMac to an external monitor with a vga input?

The new 27" iMac has two Thunderbolt ports. With the correct adapter and cable it should be possible to attach a VGA monitor to it.

As "chscag" mentioned…the 27" iMacs have Thunderbolt ports. "Mini DisplayPort" adapters are compatible with Thunderbolt ports…so what you would need to use with a new 27" iMac in order to use a VGA based external monitor is a "Mini DisplayPort to VGA" adapter…or this:
