Upswipe on iOS 7.0.4

When I was using iOS 7.0.3 I was able to upswipe the home screen to see apps I had previously opened. As well as get rid of them. With 7.0.4 I can't. Nothing happens. Has anyone experience this? Is there a solution? Is my batty being drained? Are the apps still running? Or is it even a problem?

Four-finger up-swipe still brings the multi-tasking view up on my iPad Air after installing 7.0.4. What device are you attempting this with?

sorry, it's on my iPhone 5. Neither the one, two, four nor the three finger salute works.

They never did on the iPhone? Double-click the home button to bring up multi-tasking.

On my iPad the fingers work but not on my iPhone even with IOS 6 on it.
