can't turn off "same as previous" in Word 2011

I have Word 2011 for Macintosh. When I try to insert page numbering in a header, it says "same as previous" and there's no way that I can find to go into this to turn it off. This means that I can't start page numbering on the second page. It will put it on the cover page as well, and I can't change it. Does anyone know how this works?

I also wonder why Word has made its Macintosh products in dumbed down versions that are missing a lot of the advanced features that were on earlier versions of Word for Windows.
