syncing applications

I am trying to sync applications that I have bought from app store onto my pc. However when I try to sync I get an error stating that I do not have permission to do that on my computer. Is there a way to resolve this? The only way I can do it is if I download it off the phone itself.

Log into your iTunes account on your PC and try it again.
Store > Authorize Computer
