Reformatting and Partitioning an external from my mac

I have an external drive that's FAT format that I want to reformat with Disk Utility so that I can write to it on my Mac for the purpose of creating a Windows 7 partition on it. I've already reformatted the drive to Mac OS X (Journaled) so that I can write to it. A couple questions:

1) Is what I'm trying to do possible/viable?

2) If this has a possibility of working, was reformatting to Mac OS X (Journaled) the correct choice in Disk Utility?

2017 27" iMac, 10.5" iPad Pro, iPhone 8, iPhone 11, iPhone 12 Mini, Numerous iPods, Monterey
Since Windows 7 can not write to a drive formatted to HFS+ you will need a third party driver (MacDrive 9 = $49.95). It would be better to format the drive to FAT-32 as both Windows 7 and Mac OS X can read and write to it.
