Compressor in FCP

Hello I've been having problems with Compressor in FCP. When I go to "Submit" the project and error comes up: "Unable to submit to queue. Please restart you computer or verify your Compressor installation is correct." Any idea what I should do? I already tried the "Compressor Repair" application and it didn't do anything.

The reason I'm trying to use compressor is because I shot my film in 24p and I have heard that most display systems don't work well with 24p. So I have been trying to convert it to 30p. Is this what I should be doing?
