Trying to boot from external hard disk

Your Mac's Specs
13" MBP - 2.7 Ghz, Intel Core i7, 8GB RAM.
I went into Startup Disk, but the external isn't on the list to select from. I'm not sure why as it's OS JOURNALED and recognized everywhere else on the MacBook.

Does it have an operational operating system installed on the drive?

Think it has to be an installed OS and not a .dmg file to be seen on startup disks.
