I'm not exactly sure, but I think you'd have to log in with the root account, then delete any accounts you want, then create a new user account.

Do you know the root password? If not - you may have to resintall OSX from the DVD - Do you have the DVD?

I believe that you create another admin account. Then you can remove the old admin account.

You can do so. First create a new standard account from your first admin account. Then click the securities tab and set the checkbox for "allow this user to make administrator..." then log out completely of your old admin account and log into the new one and select the other account in account preferences and hit the "minus" button.
