Lowering minute plan?

So I am currently on the 450 min with AT&T and I dont even come close to using this amount every month!! I have like 1400 rollover that are probabaly never going to get used. I called AT&T and they said that is the lowest rate plan, *** didn't the lowest used to be like 250? Anyone have any other solution? I use like 100-200 minutes a month so paying 30 bucks for 450 is just dumb!

the 450 minute plan is the lowest for the iPhone. non iphones can have lower minute plans.
