I recently put most of my photos on a flash drive, and then removed them from my iPhoto Library. When looking at the flash drive, some of my pics were not there. My question is: How do I go back in my time machine and just recover one event? Or must I do a full recovery and if so I do not want to lose the new pics on my iPhoto Library

You need to recover the entire library but you don't have to replace what you've got.

Just copy the photo library from time machine onto your desktop, hold option as you open iPhoto and you'll be able to choose the library on your desktop. Recover the photos required and then close iPhoto.

Now you can delete the desktop library, hold option on iPhoto startup to switch back to your new iPhoto library
