Can't preview in Dreamweaver

This is kicking my butt. I've got Apache running on my Mac OSX 10.5.2 w. Dreamweaver CS3. I can no longer preview in Dreamweaver via any browser. I get this:

FORBIDDEN
You don't have permission to access /~Biks/anypage.html on this server.

This worked for the longest time. It works with Dreamweaver on my laptop, but not on my desktop. Yup, I've check the permissions with Command i, etc. I've only got one account on my computer.

this happened with me when the site is linked up to a server only way i could preview the page was to directly open the html file in finder to open it in a browser?

MBP 15", 2.33 GHz, 2Gb
I believe by default, the only directory in your home location that is accessible is in the Sites folder (~User/Sites). Otherwise you need to save the files in the Apache directory structure.
