What is my MBP doing?

When I switch from the "view all programs" screen (didn't remember what the name of it was) to clicking on a window, specifically the "documents" window it does this......

All i can think is there was a bug in 10.6.1 that they fixed in 10.6.2 update.
If you havnt got it here it is

10.6.2 combo update

Just checked, and i have the 10.6.2 :(. I also just noticed it's happening only on applications like "System Preferences" and Macintosh HD, NOT on Firefox or microsoft word etc.
