boot from cd

Ok so i keep reading that to boot from the cd/dvd hold the "C" while booting, this not do anything for me. I then tried to hold "ctrl+alt+shift+delete" seemed to do nothing then i hit "F1" and then the "ctrl+alt+shift+delete" again then the "F1" not in any order just randomly hitting them hoping to get something, well this screen came up

with a reload style arrow button and a next style arrow button, i hit both of them and nothing happens. any advice? i first started to boot from cd because it was originally showing this:

I am new to mac and am using a windows based keyboard on this mini.

MBP 2.3 Ghz 4GB RAM 860 GB SSD, iMac 3.4 GHz Intel Core i7 32GB RAM, Fusion Drive 1TB
From the looks of it...if you get a folder with a question mark...that means that it can't find the OS. Which means something is wrong with the HDD.

Have you just tried holding down the alt/option key?
