Friend's PC not getting an IP Address

I screwed up my friend's PC (stupid windows!) and ended up having to reformat it. That went fine, but now it thinks its IP Address is 0.0.0.0. It's running on the university network, is that the problem?

tell it to get a DHCP assingned IP address and see if that works

quick way
start > run > cmd> ipconfig/release >ipconfig/renew

that might work and solve the problem you have?
