I think most people use a USB-connected device for TV on their computers. Like an eyeTV. They sell them on Apple.com. Not sure about PAL compatibility though.

I use the Hybrid (USB) from Elgato; it's a great piece of hardware! Take a look and see if they have anything that might work for you: http://elgato.com

Am not aware of any Express 34 slot TV tuner card for OS X nor am I aware of any manufacturer producing a tuner card compatible with both OS X and Windows.

Avermedia makes an Express 34 tuner with Windows and Linux drivers available.

The issue isn't PAL and NTSC; it's the broadcast method.

The frequencies and method of broadcasting TV in the US (ATSC) is different to that of Europe (DVB-T). To make 1 device that would work in both regions would have to include 2 completely different sets of hardware.

The best thing to do is buy an EyeTV product in the region you want to use it.

Analog shouldn't be a problem though. I bought an EYEtv hybrid in the UK and it works fine in Brazil.
