The whole idea of Expose it to show all the programs open whether it's 2 or 102. I am running here for example 10.5.1 Leopard on an iMac G5 2.1Ghz iSight with 1.5GB RAM. I have maybe 12-15 applications open. Expose works great.

Same for me here on 10.5.1 MacBook C2D 2.0GHz also with 3GB of RAM. Before I upgraded to the 3GB last month (had 2GB) I still had no issues...

Have you tried running a maintenance program like OnYx? Here's a link for it if you do not already have it.
