Time Machine not incremental, a bug?
Although everyone mentions that Leopard Time Machine should be incremental, it looks like on my system every backup is an entire copy, and the backup process takes over 20 minutes (even without any file change).

Checking the external backup folder (Backups.backupdb) each hourly folder contains the full set of files.

Does anyone else suffer from the same issue?

Time Machine uses Hard Links to create it's backups, so each backup doesn't include every file, just a pointer to those that have not changed, so it only looks as if each folder has all files in it. Each folder actually has a snapshot of how your machine looked, not a copy of every file.

I judge you when you use poor grammar.

If you're saying that the TM makes full copy everytime the size of TMbackup will be far more (multiples) than the the disk space used.

No, TM doesn't make a full copy every time. See this article for a technical explanation of Time Machine.
