Aperture and import problem

MacBook Pro 16 Inch 2019 MacOS Catalina 10.15.3 (19D76)
Why won't Aperture allow me to import files? It allowed me a first time but I got rid of it in Aperture. I want to import it again but it doesn't let me. I know the files are there.
