Reinstalling OS 10.4

I recently got a hand-me-down mac book pro, and am eager to reinstall 10.4 os in the attempt to make the computer *new*.
however, when I click on the icon to reinstall the OS + bundle, it prompts me to restart the computer. After doing so, the computer takes a very long time to start and when it does, the screen turns and stays blue.

input and methods are appreciated

Ok. Is it a black faced generic DVD, or a machine specific disc?
Normally it will just boot to the installer, so it could be that the drive is faulty or the disc is scratched, but hard to say.
Insert the disc and restart holding "C". that should get you to the installer, if not report back.

...'cause if it's gray, it's model specific, and chances are, not for your model.

As stated you need the black full retail install DVD as the off white disc/s are from another machine and they are extremely model specific.

holding down "C" does nothing for me. It takes about 2 minutes to boot, then i get a light blue screen

Putting the disc in powering on and then holding C key only works when u have the correct disk in the slot.

im pretty sure I read. I am open to tall alternative methods as past experiences have proven suggestions aren't specific, nor have you offered any positive suggestions.

Let's go at this a bit differently and see if we can clear things up. To re-install OS X 10.4 you need either (1) the retail disc (black) or the 10.4 disc specific for your model Mac (gray). Look closely at the printed label on your disc. If it will work with the Mac Pro that name will likely be on the label.

Like it or not your options are either purchase the retail disc (black) or call Apple and inquire about the possibility of buying the machine-specific disc for that Mac. I was looking on eBay earlier and saw the retail discs for anywhere from about $75 to $225

There aren't any suggestions that will make the disc you have work on your Mac.
