Safari doesn't start

So I tried to open safari today and it bounces up once and then sits back down on the dock and has the white light but doesn't do anything and gives me the spinning wheel of death. So I reinstalled it and saw something about deleting a plist file which i didn't even have so I guess I cant do that. Now all it does is bounce up and down endlessly until I decide to force quit it. Any ideas?

Mac Mini Core i7 2012 | White 2009 MacBook 2 Ghz | 733 Mhz G4 Quicksilver
the com.apple.Safari.plist file is in Users > You > Library > Preferences

also get Disk Utility to run a Repair Permissions in case safari has somehow having trouble writing to a file

Have you updated Leopard to X.5.5 and Safari to version 3.2.1 and is Safari in the Applications folder?
