I've tried every solution posted on the web to fix this, and nothing has worked.
This is what Dashboard looks like when I open it:

Picture1.png

I've deleted the preference files, restarted, logged out, created a new user (both admin & non-admin) and nothing is changing. I haven't used any of the widgets since I've had my MacBook because I didn't understand or care to learn exactly what they were for. So... I have no idea how long this has been an issue.

When clicking the "Gestionar Widgets" (supposed to be "Manage Widgets" & I have no idea why it's not in English even though the rest of the computer is 100% in English) nothing happens. No new window, no list of widgets, nothing. Tried quitting the program through Terminal & Activity Monitor and it makes no difference.

New widgets can be downloaded and added to the dashboard without issue, but are completely frozen. None of the widgets work at all.

As mentioned, I have no idea how or when this happened, but any help in fixing it would be greatly appreciated.

Firstly, welcome to Mac-Forums!

I too have been down this track, with Dashboard (G4/Tiger) doing nothing - for a while! I emphasize that because a) it takes time to load the information and b) you need to be connected to the 'net. I've learned my lesson on both counts.

Second, you may have corrupted permissions. Repair permissions, preferably using OnyX http://www.titanium.free.fr/pgs/english/apps.html for your OS version.

PS. please put your Mac and MacOS specs in your profile. It helps us to help you better.

Deleted.

/widget-com.apple.widget.calendar.plist
etc. ?

No files with the widget prefix existed anywhere on my hard drive.

The link is broken, website says the document cannot be found. Is there any alternative?

My best uneducated guess is that corrupted permissions are my problem.

Oh dear, it's done that again has it? Sorry, something gets screwed up with the English version of the French website. Try this instead:
Titanium's Software • Download or Download OnyX for Mac - OS X maintenance & optimization tool. MacUpdate Mac Software Downloads. Make sure you get the right version.

My best uneducated guess is that corrupted permissions are my problem.

Fixing them may in fact improve the behaviour of some other OS features.
