Parallels will not help with playing that DVD unless you use it to install Windows. What kind of DVD is it? Is it a home made DVD?

If you open up DVD Player (/Applications/DVD Player.app) and try to play the DVD, what kind of error message do you get (if any)?

Have you ever been asked to set a region for DVD Player? Can you open the DVD in something other than DVD Player such as VLC?

Someone in this thread suggested repairing your disk permissions as a means of fixing this issue.

I guess I'm a little confused here...are you having problems with Parallels or the "DVD" that only works on Windows?

From your post...it sounds like you are confused how to use Parallels.

In case you don't understand how to use Parallels you need to:

1. Install Parallels on your Mac.
2. Install a version of Windows onto your Mac within the Parallels "environment".
3. Then install the Windows software you want to run.

You could but if it's a standard DVD, there should be no need to install Windows to watch it. OS X can more than handle DVDs. Have you tried any of my previously suggested solutions?

Sounds like it may well be a Windows software CD, or an application CD such as a game.

Hey vansmith hate to say this but you needs a shave bad, man!

oh ok
well, i didnt try bcuz, on the dvd it says windows compatible.
Part of this is my mistake in assuming it was a video DVD you were trying to play. I apologize.

If it is a Windows program or game, you will need to run it in Windows. You can run some Windows programs in OS X using programs like Wine but I would suggest you do otherwise. What is the program you are trying to run/install? Suggesting either virtualization (using something like Parallels) or Boot Camp will depend heavily on what it is you're trying to install/run.

If you are trying to play a game Parallels doesn't like to run direct 3d as its a virtual video card not the real one. So you will get error messages that certain requirements will not start.

If you really need to play games in windows on your mac, if you have wine on less then 10.6 cuz 10.6 can't seem to install wine properly, you will need to install windows on a bootcamp partition and run it that way.
