When ever I open a digital image in Preview for the first second the picture looks good and sharp and then Preview automatically blurs it a bit is there a way to turn this off?

no you can't. thats the way it always behaves. thats why its called preview. it tries to make the picture look it best. of course when you have nice sharp images the bluring looks ugly, but is you try to open low res image and scale it up, the blur will compensate the pixelation at some degree.
