iTouch can't send mail

I've contacted Apple, my ISP and my seller of the iTouch. No one is able to tell me how to send mail! The Sync'd version of my mail account receives mail on iTouch with no problem.
Settings are as follows:
set up as OTHER, POP /SSL for both in & out is OFF

HELP!
