Bluetooth and other settings won't shut off on iPhone 5

I can't seem to shut off the following things on my iphone 5 under "settings":
Bluetooth: it keeps "searching" and won't allow me to slide it "off" (edit: I got this to turn off)
Location Services: won't slide it to "off" along with: camera, rocket man, siri and weather (even though none of these apps are open).
Resetting and restarting didn't seem to do anything either.
I want to preserve my battery per this link. Everything else worked except the above:

Try - quit trying to slide the sliders and just touch the off side of them.I cannot be held responsible for the things that come out of my mouth.
In the Windows world, most everything folks don't understand is called a virus.
