iPad charging issues

I'm having a problem with my iPad. It will charge on my computer under the OS X install, but not the Windows 7 install. It's plugged into the same exact port, but booting into Win 7 will have it saying "Not Charging".

I've read different things about it being plugged into a port that can supply enough power, but never about it only working under a certain OS install.

Is there a way to fix this? This seems totally like a software limitation and not a hardware.

I've noticed that although the iPad says it's not charging, it really is. Maybe slower, but it's charging. Try leaving it plugged in when it says it's not charging and see if it is.

Also you might have a low powered usb and the only way your iPad will charge if it's sleeping.

It charges when the OS X install is booted, but not the Windows 7. Same port on the same computer.
