Can Anyone explain Family Sharing

I tired it between two iPhone 6's. I set up family sharing on my phone and shared with my wife. But on her phone she still doesn't see my purchases unless she logs into the AppStore with my account. I though the whole point of family sharing was to avoid doing this?

Perhaps this explanation of Family Sharing from the Apple Developer site will explain things better so that you can understand what's going on.

Thanks - the document was helpful, but following the steps didn't resolve anything. I finally deleted my wife as a family member and re-added her. After that, it starting working as I expected.
