Hi. As a photographer, I always keep a backup of my photo files, but that's based on a manually backup process once in a while.

Q:
Can I force Time Machine to also include my external photo hard drive? So that every change in files on the external hard drive is backuped by the external Time Machine disc, the same way it does with the mac itself?

Another good method would be to get a RAID (redundant) external USB2 or Firewire drive. This way the files are mirrored at all times.

Not sure on the functionality of Time Machine related to your set-up, but I have Time Machine backing up both my internal disk of the MBP and one other external disk.

A word of advice though on RAID ....
RAID is by no means a replacement for a backup on external media.
RAID provides resilience and increased availability of your data by mirroring / distributing data across multiple disks.
However .... RAID will happily mirror / distribute a data corruption event as well, rendering your data useless ( worst case )

My 2 cents.

Cheers
