No, you can not install Snow Leopard (or any version of OS X for that matter) on a PC as it violates the terms of the EULA.

yes but i downloaded bootcamp for pc and now it like askes me for a mac cd or something like that it says something about a mac then it loads and i think the loading means its looking for a cd and if it dosent find the cd in like 2 minits i boot pc windows

The link you posted is over a year old.
It is nothing more than updated Windows drivers for running Windows XP on a Mac via a Boot Camp installation.

And yes, he's asking if he can install Mac OS X on a machine other than a Mac.

The answer is no and isn't up for discussion on these forums.
