HTML email list manager

A client wants to start an email list. Does anyone know of any online services for this that are ummm... free? He wants to do HTML emails. I know there are a lot of guidlines for email marketing because we do email marketing where I work. Just looking at a free or low cost service.

I just had to do the same thing for a client. I used Dada Mail. Its a email list serve type cgi app that i installed. The installation was fairly easy and the gui is very easy to use. You can dump email addresses in using xls, and its a very smooth app. Only funky thing about it is the email que can take up to 24 hours sometimes. 1 thing I recommend too, is to make sure your server is on AOL white list for accepted sites.
