Domain Redirect Not Woking (Mac issue) Help?

I'm hoping someone can help me. I have set up a blog "http://rocktownhall.com" and want visitors to be taken directly to a specific page/category when they go to that URL. So I set up a redirect that takes them to "http://rocktownhall.com/blogs/index.php?cat=14".

This works perfectly, except on a Mac (in both Safari and FF at least) which goes to "http://rocktownhall.com/blogs/index.php%3fcat=14" substituting the "?" with "%3f" and hence ending in a error.

If you can't help, can you direct me to a place that might be able to?
