Newbie here seeking nav bar help

I have a "nav bar" with the proper page names (3) displayed.

The links to the individual pages work fine when I am building and working on the site in iWeb with "Make Hyperlinks Active" checked.

When the site is published the nav bar shows with the proper pages but the links are not active.

What am I doing wrong or what do I need to do to activate the links ?
