I'm in the planning stages of installing Mac OS X Tiger 10.4 Server on a Power Mac G4. If I run it on my local network, and then publish an iWeb-created website to it, will the server publish it straight to the internet, or am I completely missing something?

Yes, you're missing quite a few steps. You have to setup web sharing on your Mac (not sure how it works on OS X server) and that machine has to be accessible outside of your router. Your site won't be "published to the internet" - it will reside on your server and will be accessible from your machine.
