iWeb & using flash

Hello all. I am sure there is a thread on this somewhere here, but I can't seem to find the right search words.
What I am looking for is some advice in what program I should be using (or obtaining) that will let me create a flash panel for iWeb or Rapidweaver site building that will let a banner type logo panel to change images at the top of the website. I have two clients who love those dynamic sites where the header has an image that "ken burns" into another image (one is a restaurant that wants various images of their dining room and their food underlayed in their logo across the top of their home page.

Any suggestions where I need to start on this would be greatly appreciated.
