How to do an Image Overlay?

Hey everyone,

I'm in the process of designing a website and I want an image overlay to open when the site loads offering the visitor a chance to opt-in to our mailing list.

If you go to: Omen Threat Meter - Addons - Curse

and go to the bottom where the screen shot it, when you click on it it opens up, not in a pop-up, on top of the webpage.

How?

I play WoW on a Mac!
