Using anchor text in iweb

I am trying to use anchor text to jump down the page and can't seem to get it to work. It sends me to a new blank page with the anchor text displayed. Does anyone know how to do this?

ex. <a href="#bottom">Jump to Bottom</a>
<A NAME="bottom">You're at the bottom!</A>

I'm not sure it's required, but try adding in the page filename as well to the link:

<a href="index.html#bottom">Jump to Bottom</a>
