In the  > System Preferences > International > language tab

move Norwegian to the top of the list

If Norwegian is not listed go to the input tan and tick its box

do you have a Norwegian keyboard?

In the  > System Preferences > International > input

Turn on keybaord viewer

Close and go to the menu flag in the menu bar

SElect Keyboard viewer

You will now have a virtual keyboard showing english. Find the key for ' on the virtual keyboard and it will show you what to press on your Norwegian keybaord
