icon not changing

i am trying to change the icon for dashboard, but when i go to get info and copy the image i want to the dashboard get info image...nothing happens. I remove dashboard from the docking bar and when i put back the updated icon dashboard the old icon remains??? why doesn't the icon change??

okay, now it is getting just annoying. I changed the icon for "mail" from the eagle to something else. It stays until i click it in the dashboard to check my mail, then it turns back to the eagle??? what do i do to change the icon permanently??? and what would i do???
