Do you know what I mean? Right-click (ctrl-click) on the Desktop. At the bottom of the context menu is Enable Folder Actions, and Configure Folder Options. Clicking Configure... gives me an almost featureless Finder window. What is the point? What could I do with this? Mac Help wasn't any help to me in this question.

Folder actions assign scripts ("actions") to the folders.
