I have heared that leopard is going to be released soon, but im starting univiristy at the end of september and i want a laptop/macbook by then.

What is Leopard due for release and do you think it will actually be on time out on the release date in the uk?

If i get a macbook now, will i be able to upgread to leopard? How expensive are the mac operating systems and are they simple to install compeared with windows?

Will leopard be "available" in places to download like vista is?

A basic search would answer most of your questions. There have been several people who have asked exactly the same question.

The only question I will answer is your last one. Downloading Leopard without paying for it is illegal, and discussion of illegal behavior is not condoned here at Mac-Forums. So don't expect the answer you were looking for.
