Microsoft Snipper Like Tool??

I was just wondering is there any type of tool like Microsoft's Snipper Tool for Tablet PC?

That is a program that I use on a daily basis. Basically lets me draw a box on the screen and save that section as a screen shot and let me use freehand to mark it up.

Obviously I would use my tablet pc, on the tabletpc...but on the mac I would have to use the mouse.

Command+Shift+4

Then drag the box.

I try to Command+Shift+/ when I can.
