iMac won't start

I've an old iMac, running os10.2. When it boots it goes through all the usual start up procedures, but ends with a blue screen, no applications running and no sign of any icons or the task bar. The hard drive can be read over a network, but nothing can be started on the computer.

Any ideas what's the matter?
