Is there a way to set up multiple e-mail accounts like on the iPad where you can view and choose between accounts on my mac mini?

Assuming you mean Mail, Preferences - Accounts. Click on the plus sign...

Another question, I've set up my email accounts, how do you toggle between accounts?

Depending on which version of Mail... see where it says Hide? Might say Show, click it.
Then select a mailbox - second arrow. If you don't see them click on the dark triangle by Inbox.
